Minutes of the meeting of 1/3/11

Meeting Opened at: 7:04pm
Select Board Members Present: Wayne Burkhart and Scott Jenssen
Also in attendance for parts of the meeting:  Sue Protheroe for the Monterey News, Michael Storch and Lisa Jazsinski of National Grid

The board reviewed Director of Operations, Maynard Forbes’ weekly report for the weeks ending 12/25 & 1/1 which included:
1.  Mounting the grader wing and hooking up the hydraulics.
2.  Sand dirt roads on Monday 12/20, salt roads on Wednesday 12/22, salt and plow drifts and sand dirt roads on Thursday 12/23, plowed, salted and sanded Sunday afternoon 12/26 thru Monday 12/27 evening, plow, salt and sand Tuesday 12/28 and sand dirt roads on Thursday 12/30.
3.  Pick up the 4500 from CT.
4.  Patch pot holes on Main Rd.
5.  Reviewed the 25% supplemental documents for RT 23 project, submitted to state.
6.  Train relief driver on computer sanders and truck
7.  Traffic control for tree warden
8.  Move snow from downtown.

The board reviewed Police Chief, Gareth Backhaus’ weekly report for 12/22/2010 – 1/3/2011 which included:
Calls:
1.  Disabled MV on Main Rd.
2.  Well being check on Blue Hill Rd.
3.  Assisted with a medical on Tyringham Rd.
4.  Building check on Main Rd.
5.  MVA on Main Rd (car ran into the post office)
6.  Investigated a reported robbery at the General Store.
7.  Investigated suspicious activity on Fairview Rd; beaver traps set by the town being cut up and the beavers being set loose.
8.  MV lockout on Prescott Lane
9.  Stray dog on West Rd.; dog was from Barrington and the owner was contacted.
10.  Investigated possible stolen property on Main Rd.
11.  Assisted New Marlborough PD with a MVA
12.  Suspicious activity investigated on Main Rd.
13.  Well being check on Chestnut Hill Rd.
14.  Assisted Hwy Dept; transfer station.  Transfer station was closed but a car was seen using it, officer posted another closed sign, unable to close gate due to snow.

False Alarms:
1.  Mt Hunger Rd.
2.  Beartown Mtn Rd.

Traffic stops: 32, 1 car towed due to expired reg.

Miscellaneous Select Board Items Reviewed:
1.  The minutes from 12.20.10 were approved as written.
2.  Warrants were signed.
3.  Inter-Departmental Secretary’s weekly report for 2 weeks time was reviewed.  Personal day request was approved.
4.  Pat Mielke, Treasurer left binders for the Select Board containing the liability portion of the town’s insurance.  Pat left a memo with the binders stating that prior to 2005 this was handled by the Select Board and was transferred at the request of then Select Board member, Michael Storch to the Treasurer to handle.  Pat felt it was appropriate to pass the responsibility back to the Select Board now.  She noted that she will still handle the Workers Comp and Health/Life Insurance policies as they are directly associated with payroll.  The Board will take this under advisement and consult with their secretary to confirm she does have the time to handle this as Pat infers.  The Board reviewed the binders and thought it would be helpful to meet with the insurance rep for the town to find out what kind of claims we’ve had and if there haven’t been any and we’ve had a good record, why our rate isn’t lowered.
5.  A pole hearing was opened at 7:30pm for National Grid to place 1 SO pole on Main Rd at a point approximately 737 feet southeast of the centerline of the intersection of Stevens Lake Rd (full petition is available at town hall).  Maynard Forbes, Director of Operations submitted a letter stating that he approves the request with the provision that the pole is set back off the pavement by 8 feet (the request proposed is less than the required 8 feet).  Lisa Jazsinski of National Grid was present.  National Grid agreed to move it off the pavement 8 feet.  The only abutter present was Scott and he had no issues with the proposal.  A motion was made to accept the pole with the provision by the highway department.  The motion was seconded and unanimously approved.
